About CMHA Grey Bruce Mental Health & Addiction Services

CMHA Grey Bruce (CMHABG) provides community-based mental health and addiction services in Grey and Bruce Counties. We have multiple funders including the Ontario Ministry of Health and Long-Term Care (MOHLTC) and the Southwest LHIN and have an operating budget of 12.8 million dollars.  We employ 134 full and part time staff working in both union and non-union positions.  CMHAGB is accredited with Accreditation Canada.

 

Job Summary

We are inviting applications for the position of Human Resources Manager. The Human Resources Manager is responsible for all human resources activities within the organization.  The HR Manager communicates on behalf of the Management Team to internal stakeholders all human resources policies, procedures, laws, standards, and regulations.  The HR Manager is required to serve as a link between management and employees by maintaining positive relationships.

 

Key Activities

Human Resources

  • Oversee all human resources services, including the facilitation of labour relations, recruitment, benefit administration, leaves, etc.
  • Handle employee relations issues in a timely and effective manner
  • Develop and maintain employee policies, procedures and practices
  • Monitor employee sick time and overtime identifying issues and provide analysis for performance appraisals
  • Identify HR issues and liaise with the management team, providing advice and analysis
  • Administer employee exits including resignations, leaves of absence and retirements and provide management with analysis and recommendations
  • Provide advice, assistance and follow-up to all employees on HR related issues
  • Serve as advocate to employee and company regarding policies, employee performance, work environment and conflict issues
  • Oversee compilation of HR metrics including analyzing, reporting and identifying trends and providing recommendations
  • Lead training and development on-site including onboarding, performance and review processes, succession development, skilled training programs, leadership development programs
  • Build and sustain beneficial relationships with educational institutions, facilitating student placement
  • Organize, maintain, coordinate, and keep secure, accurate and comprehensive personnel files according to file maintenance/legal guidelines
  • Collaborate with management in the development and revision of all job descriptions
  • Oversee job evaluation system and provide input into compensation structure
  • Draft general HR forms, letters, reports and memos as necessary
  • Develop, provide recommendations, revise, and maintain the Human Resources Manual

 

Benefits Administration

  • Oversee the administration of all employee benefits including those related to leaves of absence and retirements
  • Maintain a sustainable relationship with insurance providers
  • Ensure effective communication between Payroll and HR related to benefits/pension enrolments, terminations and changes

 

Health & Safety

  • Co-chair Joint Health and Safety Committee and report to management team
  • Oversee occupational health and safety initiatives, including training
  • Create a safe work environment and ensure OSHA compliance
  • Assist with the investigation and reporting of accidents/incidents including attending all incident case reviews

 

Education & Training

  • Advise/educate managers on organizational matters such as discrimination, performance management, discipline, harassment, etc.
  • Assist with training within the agency for staff, students and volunteers, related to accessibility and other legislated topics
  • Track and coordinate mandatory online training for employees

 

Supervision

  • Provides day to day supervision of the HR Coordinator
  • Participates in recruitment and selection of the HR Coordinator
  • Develop and manage the HR Coordinator by conducting performance appraisals, and staff development activities
  • Identifies and addresses training needs of the HR Coordinator

Qualifications

  • Bachelor's Degree in Business Administration or Human Resources
  • Minimum 5 years’ experience in progressively responsible Human Resources positions
  • CHRL designation is required
  • Preference will be given to candidates with experience in the non-profit sector
  • Demonstrated working knowledge of multiple human resource areas, including facilitation of labour relations
  • Excellent organizational, interpersonal and communication skills
  • Ability to work under pressure, individually and as part of a team
  • Able to deal with people sensitively, tactfully, diplomatically, and professionally at all times
  • Demonstrated effective communication skills, decision-making, problem identification and problem solving, project management, and negotiation/conflict resolution
  • Demonstrated leadership competency, strong interpersonal skills and the capacity to work collaboratively with multiple stakeholders
  • Proficiency in the use of Microsoft Word, PowerPoint and Excel
  • A valid driver’s license is required for this position and proof of it will be required after hire

An up to date Criminal Records Check, including a Vulnerable Sector Screening is required
