PAYROLL & BENEFITS COORDINATOR

PERMANENT PART TIME

Reporting to the Director Finance & Corporate Services, the Payroll & Benefits Coordinator position is responsible for preparing, administering, and communicating on multiple financial activities relating to payroll functions, benefit, and pension administration. The role includes accurate calculation, processing and reporting of the organization’s payroll, related financial reports processing, reconciling across financial systems and the remittance of source deductions. Providing these services in an effective and efficient manner will ensure that staff are paid in a timely and appropriate manner and that payroll remittances are paid within established time limits. The role may also support the future migration to a new platform, new software rollout and data model interface developments, collaborating with vendors and procedures development.

 

Payroll

  • Processes accurate and timely payroll for all union and non-union employees on a semi-monthly pay cycle,
  • Operates the payroll system to ensure all employees are set up and maintained properly
  • Reconciles, administers, and remits third party payments including extended benefits, CPP, EI, income tax, HOOPP, EHT and garnishments ensuring legislated filings and reporting is completed within required timelines.
  • Prepare journal entries from payroll to financial systems and forms, such as records of employment, TD1 forms, T4/T4A forms, and remittances.
  • Issue ad hoc, monthly, quarterly, and annual reports including all year end processing.
  • Maintain detailed records and documentation of payroll functions and benefits for internal and external audit purposes.
  • Analyze, calculate and process payroll adjustments for individual changes.
  • Ensure compliance with federal, provincial, and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions.
  • Develops requests and changes necessary to support employees and managers specific to payroll functions.
  • Reports MIS earned hours reporting per quarter as required by the Ministry.
  • Respond to all inquiries and provide sound support to employees and managers.
  • Makes adjustments to payroll and benefits payments, employee recoveries as required.
  • Able to assist and contribute to the design, selection and migration to new financial information systems and payroll systems, via analyst skills and information data standards.
  • Performs other tasks as assigned.

 

. Benefits

  • Reconciles the monthly benefits statement to ensure accurate deductions are reflected through payroll.
  • Maintains HOOPP pension plan, records and calculates pension adjustments
  • Coordinates HOOPP and Benefit Plan payments to Accounts Payable.

 

Systems and Data Maintenance and Reporting

  • Maintains employee profiles in the payroll system
  • Creates and runs Payroll metrics reports including Time and Absence, Payroll projections, Pension

 

Hours of work are 22.50 per week. Flexibility in schedule is available. May be required to work after standard business hours at times. Working in a busy office environment with frequent interruptions.

What you will bring

  • University degree in Business, accounting or related field or college diploma in similar filed with experience
  • Certified Payroll Compliance Professional preferred
  • Five years of full cycle, end to end Canadian payroll processing experience in a similar sized environment ideally in not-for-profit municipal, education or healthcare sector.
  • Up to date with all regulatory procedures related to payroll, disability, employment legislation, regulations and best practices related to Human Rights, Employment Standards, HOOPP, and EHT
  • Demonstrates CMHAGB values in all areas of work
  • Proficient with Microsoft Office programs and ADP Workforce Now
  • Maintain a high level of confidentiality
  • Clear and approachable communicator
  • Ability to interpret and consistently apply, legislation, standards, procedures and Collective Agreement and develop management reports or memos.
  • Ability to set priorities, focusing on attention to detail and using time management Strong communication and interpersonal skills
  • Can follow standardized processes and regular scheduled processing of payroll function.
  • Is open, flexible and dynamic to be able to respond to fast turn-around processing and reporting when required by management and stakeholders
  • Ability to work well with peers and be a team player.
  • Working knowledge of Ontario healthcare reporting standards, union contract administration in payroll and labour laws
  • Experience in all year end processing activities, including T4’s, EHT etc.
  • Excellent attention to detail and high level of accuracy.
  • Strong organizational skills and ability to prioritize tasks by importance and deadlines.
  • Ability to meet time sensitive deadlines.
  • Mature, reliable and ability to work well under pressure.
  • Proficiency in MS Excel, MS Word and MS Office products.
  • Knowledge and experience with financial information systems.
  • Honest and trustworthy.
  • A valid Canadian driver’s license and the use of a reliable personal vehicle
  • Minimum $2,000,000 third party liability vehicle insurance
  • A satisfactory police record check including vulnerable sector screening
